Dear Readers,
Welcome to the latest issue of our newsletter. In this edition we report on recent developments in the airport industry and inform you about some of our successful projects as well as about our consulting services in this field.
Air traffic figures have turned out to be less dramatic than originally expected in crisis-ridden 2009. Although the knock-on effects are still being felt in 2010, the first signs in the first few months of the year that demand is stabilizing give grounds for optimism. The aviation sector predicts that air traffic will double by 2030 and that the total number of passengers handled at airports worldwide will rise to nine billion by then (Source: ACI).

Against this background, airports must now start preparing for their market situation in the future in order to be equipped for the challenges in the next 5-20 years. Airports are key drivers of local and national economies and they are major employers in their respective regions. But they require long-term capacity planning, geared to the needs of their airline customers, the local market and their communities, in order to be equipped to meet these challenges. Furthermore, they must refine their business models and relationships and evolve from being mere infrastructure providers and become highly diversified service providers. Demands on airport management have broadened beyond operations to retail management, customer service, commercial real estate dealings and the provision of logistics and technology services. Key priorities in the coming years will be safety and security, airport economics, airport privatization and environmental responsibility.

Success Story: Concession for three international airports in the Republic of Congo – Airport privatization successfully completed

In December 2009 – following comprehensive project work which has spanning almost three years – the Government of the Republic of Congo signed a concession agreement for the development, operation and management of the country’s international airports Brazzaville, Pointe-Noire and Ollombo. The overall preparation of the strategy, the tendering process including the search for investors and the negotiation of the concession agreement were completely managed with the support of Lufthansa Consulting on behalf of the Congolese Government.
The agreement was signed with the new concessionaire AERCO (Aéroports de la République du Congo) with the French Egis Group and its subsidiary SEGAP as the operating company’s main shareholder. This consortium has extensive experience in airport management in Africa and all over the world. The airports at Libreville/Gabon, Abidjan/Côte d'Ivoire, Marseille/France as well as the airports at Larnaca and Paphos in Cyprus already benefit from the expertise and professionalism of EGIS/SEGAP in this field. AERCO will begin operation within the next three to six months.

Since 2005, the Government of the Republic of Congo has made sizable investments in the modernization of the country’s airport infrastructure in general and in the three airports under concession in particular. In Pointe-Noire, the runway was extended to 2,600m and a new terminal was built. A second runway and a new passenger terminal building are close to completion in Brazzaville. New facilities have also been developed in Ollombo: the runway and aircraft parking positions are already in operation and a new passenger terminal and related facilities are under construction.

With this extensive project, Lufthansa Consulting has once again contributed to the development of a functioning aviation infrastructure in an aspiring African country. The German aviation consultants have gained experience and proved their expertise with similar successful projects, e.g. during their long-standing involvement in the privatization program for Burkina Faso’s international airport Ouagadougou or with the current privatization plans for Mali’s airports.
The successful cooperation between the Government of the Republic of Congo and Lufthansa Consulting continues in 2010. The development of an “Airport City” at Brazzaville airport has already been agreed as a follow-up project. Additional infrastructure will be developed in front of the terminal, including a commercial center and a conference venue. A hotel is already under construction.
Besides its airport-related activities, Lufthansa Consulting is continuing to assist the Congolese Government in starting up a new airline. A comprehensive five-year business plan including the future network and fleet structure have already been developed. Lufthansa Consulting is also supporting the start-up implementation of the new airline and ensuring adherence to high international quality standards.

3rd Lufthansa Consulting Airport Management and Development Conference – Aviation forum with the Civil Aviation University of China

On 12 March 2010, Lufthansa Consulting co-hosted its 3rd airport conference for the aviation industry with the Civil Aviation University of China (CAUC) in Beijing. Following the success of the two previous events for Central and Eastern European airports in 2007 and for airports in Russia and CIS in 2008, the focus this year was on hub and regional airports in China. At the conference, both commercial and technical topics were addressed by experts from Lufthansa Consulting and the Civil Aviation University of China. These topics included trends in airport city development, the efficiency of different management models, strategic airport development with airlines, runway security and cargo development for airports.

In recent years, the Chinese aviation industry has experienced an enormous upswing. China’s aviation market is undergoing remarkable growth due to its increasing liberalization, the breakneck pace of domestic demand and the gradual relaxation of foreign investment in the aviation sector. Not only the mega-airports at the three hubs Beijing, Shanghai and Guangzhou but also regional airports must face this new challenge. The question as to how airports will meet the resulting demand provided plenty of food for discussion and an exchange of views among the delegates.

Project News from Jordan, Poland and Mali

Strategic development for the Jordan Airports Company psc
The Jordan Airports Company (JAC) was registered on 28th of December 2008 as a private shareholding company, wholly owned by the Government of Jordan. JAC operates Amman Marka International Airport and aims to become established as the leading airport operator and infrastructure provider for the Middle East in the future.
Lufthansa Consulting was contracted by JAC in November 2009 to provide technical assistance in the strategic company development. So far the team of experts has completed the following studies:
- Strategic development plan
- Ground handling feasibility study
- Airport security assessment
- Process mapping and process re-design for the airport operation
- Apron re-design for Amman Marka International Airport
- Assessment of technical ability of the ground operation department
- Evaluation for the investment and operation of security equipment at Amman Marka International Airport
- Passenger service and workflow evaluation
In April 2010 the Jordan Airports Company extended the existing contract with Lufthansa Consulting to cover further tasks, which complement the first mission by providing several improvements, such as new passenger terminal and airside services. Another strategically important assignment will be to support JAC in the management of joint civil and military airport usage at Amman Marka International and Mafraq Airport.
As there is still demand for consulting services in the Jordan aviation sector, there is also further potential for a future successful cooperation between Lufthansa Consulting and the Jordan Airports Company.

Lodz Airport offers new route to Dortmund – Successful Air Service Development support by Lufthansa Consulting
The joint Air Service Development project undertaken by the City of Lodz and Lufthansa Consulting has scored a significant success. Together they have managed to win another airline to serve Lodz Wladyslaw Reymont Airport. Since 30 March 2010, the Hungarian low-cost carrier Wizz Air has been operating the new service with twice-weekly flights between Lodz and Dortmund, Germany.
Since the beginning of the collaboration with the City of Lodz in 2008, Lufthansa Consulting has provided an in-depth market positioning strategy, a traffic development concept and a marketing action plan for the airport. The most important project objective, the creation of an Aviation Marketing Department within the city’s administration, has been successfully achieved with the support of the German aviation consultants, who will continue to help to increase air services to and from the central Polish airport.

Public-Private Partnership for Mali’s airports
Lufthansa Consulting is heading a Franco-German consortium in Mali in West Africa to implement a public-private partnership concept for the country’s airports. As part of a financing agreement with the US government aid organization Millennium Challenge Cooperation, the Government of Mali has committed to develop Bamako-Senou, the captial’s main airport, and to implement the privatization program. Now that the decision on the strategic approach has been taken, the tendering process and the search for potential investors for the Bamako-Senou Airport will be initiated shortly.
